Led by Colin Powell, MCC's mission is to select and fund very large international infrastructure projects in emerging democracies worldwide.

In 2004 Flying Colors began streaming MCC's bi-monthly meetings with and for policy makers and the public. Flying Colors dispatches a camera crew and an on-location encoding engineer to each meeting. Working with MCC IT and media professionals, Flying Colors captures, encodes and streams each meeting live, using MCC's existing connection to the internet.
